They Say it Wasn’t Them: New Statement From the 3 Sewer People of New York

Engels says the community living in the sewer system has used violence against his clients more than once.

NEW YORK CITY- On October 2, Jacob Engels released a second statement for the clients he calls the Three Sewer People of New York City.

Engels says his clients are “deeply concerned” by incidents in New York City and San Francisco. He says those actions were not carried out by them. He says they were carried out by what he calls “the Jewish element within the sewer system,” the same group his clients flagged in their first statement. He adds that one of the three people he represents is Jewish, and asks that the statement not be read as antisemitism.

The new claim is sharper than the first. Engels says the community living in the sewer system has used violence against his clients more than once. He says some of them came above ground because they feared for their safety and are now looking for shelter elsewhere. He says they are a peaceful people and do not participate in violence. He also says he now represents additional people from the same nocturnal community, not only the original three.

Then the line that changes the story: his clients “are not responsible for the violence or the explosions.” He asks newsrooms to reflect that in their reporting, and he says City Hall should protect “the vulnerable instead of scapegoating the unhoused and unusual.” More statements are promised.

That is the whole of the update. No names. No locations. No dates for the alleged attacks. No description of what the violence looked like. No explanation of how a nocturnal group living in the pipes would know who set off an explosion in another city.

Here is what is on the public record beside that statement.

On the morning of October 1, four manhole covers erupted on a California Street in San Francisco’s Financial District. Smoke came out of underground vaults. The fire department ordered a shelter-in-place across several blocks. Captain Jonathan Baxter told the Chronicle the vaults hold transformers and other electrical gear, and that nothing was pointing to anything nefarious. PG&E later said a low-voltage underground cable was involved. Those are utility vaults. They are not the sewer system.

In New York, the documented underground story since May is still the same one: people in waders and headlamps entering and leaving manholes in Brooklyn, Queens, and Midtown. Police have treated it as trespassing and scavenging. Two men were charged after a sighting near Park Avenue during UN week and told investigators they were looking for valuables. No agency has tied those sightings to an explosion.

The first statement, issued September 24, said the group was a nocturnal community that wanted privacy and was in conflict with another group using the same pipes. The October 2 statement keeps the conflict and adds violence, displacement, and a denial of responsibility for explosions. It also widens the client list. That is either a community getting more scared, or a narrative getting bigger because the videos did.

Both can be true. People do live in the buried parts of New York. The network is about 7,500 miles. Old mains are tall enough to walk. The historical record of tunnel residents is real. A publicist saying his clients were attacked, driven above ground, and are now being blamed for blasts they did not set is a serious allegation. It is also, as of this writing, an allegation with no scene, no witness on the record, and no agency confirming it.

The Veil Report will print what Engels is putting out, because nobody else is going to. We will not print the blame as a finding. If the clients can name a stretch of pipe, a date, and what they saw before they came up, that belongs in the next piece. Until then the update is this: the sewer people say the violence was not theirs, they say they were the ones pushed out, and the only explosion on the calendar this week was an electrical fire under California Street that the fire department does not think was intentional.
